In the United States, Avon's largest market, its typical consumer has a low income and is hurting financially as gas prices gobble up more of the family budget.

Price is not the only factor

Price clearly is not the only factor. Consumers are not responding as they have in the past to discounts and other promotions. Recent product introductions have fallen flat. Avon has blamed declining U.S. beauty products sales. Avon underspends deep-pocketed companies such as Cincinnati-based Procter & Gamble Co., which has emerged as a more serious competitor.

Avon in developing markets

Avon is being forced to compete head-to-head with P&G and L'Oreal SA in developing markets, where Avon has long been advantaged because of its distribution. By using sales representatives, Avon has been able to reach far beyond the urban centers of developing markets. One troubling sign of this was a slowdown in sales in Mexico during the third quarter, where local currency sales slipped 9 percent.
